Reports published September 20 described proposed limits on the concentration of foreign pupils, compulsory Italian in some cases for parents, and a ban on burqas and niqabs in schools. Separate data counted 931,323 pupils without Italian citizenship in 2024/25.
The policies were proposals rather than enacted outcomes. The 11.6% figure is a national citizenship share, not a measure of classroom concentration, birthplace, language proficiency, migrant background, or religion.
