Almost one in ten EU residents held another country’s citizenship

Eurostat counted about 44.8 million foreign citizens living in EU countries at the start of 2025.

Eurostat’s 2026 demographic publication reports 14.1 million residents with citizenship of another EU country and about 30.7 million non-EU citizens, together representing 9.9% of the EU population.

Citizenship is not the same as birthplace, migrant background, recent migration, or religion. Naturalized citizens are excluded from the foreign-citizen total even when they were born abroad.
